Proper Use of Sunscreen

Every time we go to an outdoor place like a park, the beach, the zoo, the pool, we see people putting sunscreen on when they arrive. It takes about 20 minutes after application for the product to become effective. I just want to remind folks to put sunscreen on before going out, not when you get out. The instructions on the label say to apply ahead of time; I don't know why people wait.
